Personality: Cirno is, to put it simply, very stupid. Her intelligence is something of a running gag in the series, and much of it has to do with her being exceptionally childish. She doesn't understand more complicated situations, and basic problem solving skills tend to be pushed aside in favor of simpler, often bull-headed solutions.
Because of this, Cirno is very quick to pick fights. She believes she is The Strongest and she'll fight anyone that wants to prove otherwise. And if she loses, it's obviously because the other person was cheating or some other fluke. And, really, it doesn't come off as ill placed childhood arrogance. She really does honestly believe that she is The Strongest and projects a certain bizarre (and possibly undeserved) confidence that shines through in most every action.
Cirno can make friends, and enemies/rivals, very easily because of this personality. To some, she is an inspiring and heroic figure. To others, she is an annoying and bratty child who needs a good smacking. There is rarely an in-between. And what friends she does make, she sticks to like glue. She'll do anything for her friends, no matter what the task is. It's actually a pretty amazing, though still childish, trait.
Appearances aside, Cirno is described canonly as a very tomboyish girl. She is rough and tumble and isn't afraid of getting herself dirty or bloody. This is an exceptionally rare trait amongst fairies, who tend to be more feminine and gentle in attitude in spite of their trouble-making ways. Cirno, however, is not only exceptionally powerful for a fairy, but her larger-than-life attitude makes her a bit of a dividing figure amongst her kind. Some revere her as a hero. Some look at her as a disgrace. She is completely unaware of most of this.
She has no mental strengths. I mean, I guess her stubborn will is something of a strength, but it gets her in trouble more than it does any good. Cirno is a complete moron. Her higher thinking skills are just not... there. Somehow, in spite of all of this, she loves riddles and will stop EVERYTHING to try and solve them. This is actually the easiest way to avoid a fight with her. Just give her a riddle and, derp, she's off on something else and has completely forgotten why she confronted you in the first place. She rarely solves them correctly. But she's convinced she's right anyways.
Cirno doesn't seem to have belief in anything but herself and her friends. But considering her dedication to those things, one could call it almost on the level of religious zealousness. It's hard to tell for certain the extent she will go to in canon alone. But we do know that she's not really one to hide her emotions. And being an open book can be a good thing sometimes. However, Cirno is not all that capable of dealing with more complicated emotional situations very well. As emphasized several times so far, she's very childish. She is probably capable of FEELING them, but understanding and coming to terms with them is something else entirely. As is to be expected of someone like her.
Powers & Abilities: She can manipulate cold, creating ice and freezing object. Apparently she is exceptionally good at this, making her a threat even in the eyes of the Yama (Touhou 9). She is also, like all fairies, pseudo-immortal and incapable of being killed. She can die, just not through normal means.
Cirno actually pulls off some amazing feats to back up her self-proclaimed title. Cirno, in canon, has survived battles against some of the strongest foes in Gensokyo. Yuuka Kazami and Shikieki Yamaxanadu both went against her but were unable to win (didn't quite lose either, but eh). Later on, Cirno takes on and defeats the living nuclear reactor, Utsuho Reiuji. And shortly afterward, Cirno defeats Alice Margatroid's Goliath Doll, a task no one though a fairy could possibly be capable of. The coup de grace comes in the most recent game, where she defeats Marisa Kirisame with her ice magic that is now capable of freezing any and all attacks against her, no matter how strong. She is beginning to live up to her title.
What items will they be bringing with them to Discedo? A crudely drawn picture of herself and all of her friends from back home. She will literally have nothing else beyond that and her clothes. She will be retaining her memories as well.

Third-Person Sample: Cirno ran through the pathways of the human village, barely paying any mind to where she was going. And the occasional shouts to watch where she was going and to not run around like an idiot just kind of went right over her head. In one ear and right out the other. She was on a mission after all. And not a single person, or thing, could stop her from fulfilling this. They could just deal with almost being bowled over by a tiny fairy.
The shop came into view, and the fairy's face lit up with excitement. Soon, soon she would have her most precious quest. Of course grumpy old Murphy's Law had other things in mind. And that look of satisfied excitement on Cirno's face soon gave way to something else. Something far more aware of the fact that she had tripped over a stone of sorts and was now flying. Not the kind of flying that she, as a fairy, was used to. No, it was the of the uncontrolled hurtling variety.
Crash. Boom. Other noises of disaster. The door of the store was no match for her hard fairy head. Well, more that it was no match for the defensive shield of ice she had put up split seconds before the impact took the wooden door and made it scream for mercy. Thankfully the devastation was short lived. To the door, at least. The fairy tumbled forward, colliding with shelving that was not designed or patented to survive run away fairy. The resulting chaos was, admittedly, awe inspiring. How one tiny fairy could cause so much destruction was anyone's guess.
Crawling from the rubble, Cirno eventually made her way to the store clerk. She would not be defeated by this, after all. She was THE STRONGEST, and anyone that thought otherwise could just fuck off. The Strongest would not be defeated by a simple (har har) accident like that. Obviously it would just make the pay off all the more sweet. With a wild and determined look in her eyes, Cirno inched her way up the counter, and looked the clerk dead in the face.
"Two candy bars, please."
First-Person Sample: -Cirno sets the device pretty haphazardly on whatever she places it on, so the angle is a little skewed. But that's okay. She doesn't seem to care at the moment as she does a little bird run over to a pile of stuff she'd laid out on the floor-
I bet you thought that would do me in, huh? Take away Letty and take away my will to keep fighting? Did you think that without my most precious person I'd just roll over and die?
WRONG!
That's not how I do things!
I bet you think I'm just some weak little ice fairy, huh? Boy are you stupid! That's not how it works at all! Don't you know the first thing about being strong? Are you really that dumb? Fine then, I'll let you in on my little secret...
I'm the strongest... for my friends! For all the people I want to protect! They're the ones that make me the Strongest!
-She fishes about in her pouch and pulls out a handful of Spellcards. Some Gensokyo residents might recognize them as those belonging to Letty Whiterock.-
With these cards, I'll make my stand again! And I'm gonna keep on standing up no matter how many times you knock me down! Just because you're too stupid to get it doesn't mean I'm ever gonna give up!
